- Place the spice bag in the slow cooker and pour the water over it.
- Cover the cooker and set it on LOW for 8 hours.
- After 8 hours, turn off the slow cooker and remove the spice bag.
- Add the black tea bags to the hot water and steep for 3 to 5 minutes.
- Discard the tea bags after steeping.
- Pour in the sweetened condensed milk and mix until combined.
